Vitalie Mucan: I’m glad that changes are being made at Chisinau City Hall

Changes are taking place in the municipality of Chisinau. It is not about sporadic actions, but about a set of measures launched two years ago, when other parties entered the Chisinau Municipal Council, municipal councilor Vitalie Mucan, secretary of the Socialist group on the CMC, stated in the public debate “Administrative and political interference in capital city” that was staged by IPN News Agency and Radio Moldova.

“I’m glad that changes are being made at the City Hall. I cannot say that these are sporadic divisions. This is a set of measures launched two years ago, when other parties entered the CMC. The world develops, while the municipality of Chisinau remains stagnant. Immediate reforms and correct decisions are needed to change the state of affairs in the municipality because everyone heard that the situation in the municipality during the last eight years was very good, but things actually stand very badly in Chisinau. Prompt intervention is thus needed to implement reforms that are necessary for the citizens,” stated Vitalie Mucan.

Even if he considers himself a promoter of new reforms, the Socialist councilor said the latest actions taken at the municipal level generate now more risks than advantages, but these will yet become more evident when the system is changed. There are particular risks related to the given changes and therefore the Socialists insisted on staging a roundtable meeting to discuss the situation and take decisions that would have positive consequences.

“The risks are very great. We saw many reforms and decisions, but these had no result. That’s why we want to sit at a roundtable meeting and consider the risks and advantages. During two years, our group has never raised geopolitical subjects. We always aimed to discuss the development of the municipality and to improve the living standards. The current developments imply huge risks, but we should continue to do reforms and change the system as the system used for ten years no longer works. We now witness the reorganization of a number of divisions, such as the health and social assistance divisions, but more divisions are yet to be reformed. The approach to the people should be changed. We will also reach the Transport Division and the Property Division as we have municipal property that is not on registered. There are many problems and we repeatedly warned about them. Not Chirtoaca as a person, but the Chirtoaca system was to blame. We cannot now speak about advantages. We will yet see these,” stated the secretary. 

Vitalie Mucan said his group will approve those system changes that will improve the living conditions of the people. “Our group during two years showed that we want transparency. We were the first who insisted on allowing the press to attend the meetings of the specialty commissions and broadcasting the Council’s meetings live. We are open to the press so that any person knows what is going on at the City Hall. We are the party that communicates with the people the most as the changes come from the people who want not politics, but better living conditions. They speak a lot about the transport, road repair and traffic jams. We highlighted these aspects two years ago, but instead of adopting policies to change the living standards, at all the meetings we saw only politics, not satisfaction of people’s needs,” he stated.
