Viorel Cibotaru: To develop, non-EU member states should switch over from neighborhood program to accession program

The director of the European Institute for Political Studies Viorel Cibotaru said the countries that do not form part of the European Union will be unable to develop to the desired extent or to the extent required by time if they do not switch over from a neighborhood program to an accession program. The issue was developed in the talk show “Emphasis on today” on TVR Moldova channel, IPN reports.

“It is a substantial aspect to which many EU member states referred given the interests of our countries. The voice of the Baltic states, Romania and Poland can be heard here. The position of Germany or France should also not be neglected,” stated Viorel Cibotaru.

According to him, the Republic of Moldova is present in all the discussions related to the EU through the 1 million Moldovans who possess Romanian passports, which is EU passports. “We are not outside these discussions if we start from the capacity of citizens who will increasingly enjoy the rights to demand, to interfere, to take part in the decision-making processes inside the EU,” noted the director of the European Institute for Political Studies.

NATO Information Center director Elena Mârzac said the final declaration of the Sibiu summit does not clearly say if it refers to the Eastern neighborhood when it is about the enlargement, but the clear message transmitted by representatives of the European institutions in a conference is that a country that wants to become a EU member should strengthen the rule of law and democracy and should embrace the European values.

“The message for the Republic of Moldova is to work further on the development of democratic institutions and to contribute to these processes, but the message from our Government should also be unitary. Our internal problem in Moldova is that we have two channels for delivering messages and it is not clear as we declare, but do not act,” stated Elena Mârzac, noting a national idea is not well-defined in Moldova.

At an informal summit in Romania on May 9, the EU leaders adopted a declaration that stipulates the reform commitments in different areas and the promise to defend democracy and the rule of law.
