The president of the Supreme Council of Magistracy Victor Micu said that things in the legal system have improved during the last two years, but there are yet problems. He developed the issue in the talk show “Pahomi” on Realitatea TV channel, IPN reports.
“Starting with 2014, things have improved. Statistics prove this. Only 33% of the decisions passed by the ordinary courts of law were appealed to a higher court and only 12% of the appeals are ultimately accepted. This points to improvements. A number of 70 judges left the system, but these were replaced by 84 young judges who have good training,” stated Victor Micu.
He considers the judiciary does not enjoy the people’s confidence because there is always a party that loses in a trial. “It’s clear that the population’s perception cannot be changed so easily. There are two parties in a trial and the one that loses cannot be satisfied. During my career of judge, I didn’t meet persons who would be satisfied after losing the case,” said the judge.
Asked about corruption in the judiciary, Victor Micu said the real state of affairs is not so serious. “There are some problems, but many assessments are carried out by nongovernmental organizations some of which do not know very well what a judicial system is. They make studies and say that the legal system is corrupt, but include the customs service and the fiscal service in it too. Three criminal cases have been started against judges over corruption so far, but there is no yet definitive decision. As a jurist, I cannot say that a judge or another is corrupt in the absence of evidence,” he stated.
