Victor Martyniuc was reinstated to the post of director of the Chisinau Electric Transport Division via a decision of the Chisinau Municipal Council of September 25. The councillors also voted to allocate a one-time indemnity of over 100,000 lei damages instead of the salaries that Martyniuc did not get while not working. By voting to reinstate Martyniuc after he was dismissed by a decision of the former interim mayor Vasile Ursu of November 10, 2006, CMC complied with a decision of the Chisinau Court of Appeals of September 12, 2007, which says that Martyniuc’s dismissal was illegal. On the proposal of the Liberal-Democrat councillor Alexandru Tanase, CMC voted to take legal action against the functionary as a result of whose actions the Council is now obliged to pay such a sum of money. Though the decision of the Court of Appeals could be appealed in the Supreme Court of Justice, the councillors considered that the Chisinau City Hall does not have reasons for appealing. Mayor General Dorin Chirtoaca said that the previous administration of the City Hall made a mistake firing Martyniuc. He asked to be discharged and transferred to the post of deputy director, but this did not happen. CMC cancelled the decision regarding the appointment of Vasile Rudyi to the post of director of the Chisinau Electric Transport Division on February 1, 2007. Under the court decision, CMC will have to pay the salaries that Martyniuc did not receive since November 10, 2006 until his reinstatement. Martyniuc will get 96,500 lei. CMC will be also obliged to pay him about 9,570 lei damages and reinstate him in his post on his earlier salary of 9,570 lei. In addition, CMC will pay 2,700 lei for court taxes. Mayor General Dorin Chirtoaca said that CMC will have to review the method of calculating the salary of the Division’s director as this cannot be similar in size to the salary of the head of state.
