The civic activism of people has intensified in time and elements of participatory democracy are witnessed now in society, vice director of the Institute of Legal and Political Research of the Academy of Sciences of Moldova said in the public debate “Political communication in periods of crisis: between public interest and narrow political interest” that was staged by IPN News Agency in co-production with Radio Moldova.

Speaking about the protests staged by the Civic Platform “Dignity and Truth”, Victor Juc said the ‘theft of the billion’ made the people think in a different way because they felt frustrated and humiliated. “Maybe not their contribution by taxes to clearing the debts that accumulated as a result of the theft, but rather the personal vainglory made the number of protesters increase substantially. Some came to the Square for socioeconomic reasons, others for political reasons, but the people felt that they have a say,” he stated.

Victor Juc noted that the government had a negligent attitude to the previous demands of the protesters, hoping probably that the initial protests will not have a follow-up. Now the government realizes the seriousness of the problems. The authorities should have formulated clear solutions as to how a number of problematic institutions can be reformed in the current format of the power, also because nobody is ready to resign. The time is now opportune to pave the way for destroying the old system and creating a new, modern system that would meet the current needs of the country.

“The government can be blamed for many things, but I think that the Platform should be more explicit. If it wants to form a party, it should form it now. The assertion that parties of the left will win the early parliamentary elections if these are held is a ‘scarecrow’. I don’t think organizing early elections is a problem, but the people must know that new institutions will be created after the elections,” stated the expert.

Victor Juc urged the rulers and the protesters to have discussions and work out a plan of action that will contain the proposals of both of the sides for resolving the problems and modernizing Moldova.
