The suspended deputy mayor of Chisinau Victor Chironda sounds the alarm. He said that a new real estate scheme is to be legalized by decisions by the Chisinau Municipal Council. In a news conference at IPN, Victor Chironda said the councilors support a number of zonal urban design plans that envision the building of residential complexes in inappropriate places that would further clog traffic in the municipality of Chisinau, IPN reports.
The suspended deputy mayor noted that a number of decisions that will affect the quality of life of the inhabitants of the municipality of Chisinau are to be adopted in the meeting of the CMC. The councilors aim to approve six zonal urban design plans that, in the absence of parking places will considerably crowd the arteries of the capital city.
“The agenda of the CMC meeting held these days includes the approval of six zonal urban design plans for Chisinau. They all envision the erecting of multistory blocks and residential complexes in different parts of the city. All these zonal plans were worked out with violations that are covered with stratagems, calculation manipulations and urban indicators. If these plans are approved in their current form, the traffic situation in the city will worsen and the quality of life of all the citizens who live in the given areas will be affected,” stated Victor Chironda.
He noted the provisions of the zonal urban design plans do not match the field realties, while those who promote this scheme profit from the fact that the citizens do not have knowledge of architecture and urbanism and do not realize the gravity of the situation.
“It goes to a 19-story building. On the first floor, there will be commercial areas, a shop that will attract buyers and this implies traffic. This block will have 270 apartments or about 800 residents. Imagine how much additional traffic this building will generate. They yet need to have that building there as the business entity needs this. Under the urban design plan, 190 parking places will be built in the basement for 270 apartments. But you know that the underground parking lots are paid and no one buys them. That’s why in the plan they indicate parking lots in areas that do not belong to the beneficiaries. But these parking lots are ultimately not built and they remain only on paper,” said Victor Chironda.
He called on the Chisinau councilors of the Party “Dignity and Truth Platform” (PPPDA) not to vote for these zonal urban design plans.
“I tried to attract the municipal councilors’ attention the last two days, but I got no reaction. I made a public call to Andrei Năstase and the councilors of the PPPDA and also received no response. I phoned Andrei Năstase, but I realized that he is not in the country. As far as I see, his mates from the PPPDA will vote in favor. This draft decision will be probably adopted as the agreements were reached. I yet hope they will realize how serious the problem is and will not vote,” said the former deputy mayor of Chisinau.
