Currently some owners of apartments in the municipal housing fund pay high bills for the heating agent because of the outdated heating system, but also because the blocks are not thermally insulated, says Victor Chironda, the candidate of the "New Force" Social-Political Movement for mayor of the capital. The candidate proposes a set of measures to increase the efficiency of the thermal energy consumption, to offer the tenants the possibility to regulate the temperature by themselves, as well as to reduce the heat bills.

At an IPN press conference, Victor Chironda said that in the apartments of the blocks connected to central heating, the temperature cannot be regulated. In some homes it is too hot and in others it is too cold. Tenants cannot decide when to turn the heat on and off. Another problem is that the tap water becomes hot only after it is allowed to flow for a few minutes.

According to the candidate, for the fulfilment of the action plan it is necessary to contract loans with symbolic interest and a grant component. Also, the municipality would provide assistance for the registration of condominiums and financing for project documents development.

Sergiu Tofilat, a candidate on the list for the CMC, explains that most of the blocks were built during the Soviet period, when no one cared about energy efficiency, rational consumption of thermal energy. The heating systems built at that time were not the most efficient. "The hot water from the central pipes is prepared at a central thermal point, which is outside the block. Until the hot water reaches the apartments it cools down or one has to wait minutes in a row until the cold water flows out of the system and then the hot water comes. As far as heating is concerned, the heating agent is on the top floor and we see that the apartments on the top floor get hot. People cannot adjust the temperature and often have to open the window to cool down. Here heat losses occur,” says Sergiu Tofilat.

"Until the hot water reaches the first floor in the radiators, it is already cold and people on the first floor are freezing. However, bills are calculated not based on the comfort of the apartment, but on its surface area”, mentioned Sergiu Tofilat. According to him, another problem is that the blocks are not thermally insulated, which generates losses.

One solution would be to install individual thermal points in each block, as well as the individual connection of each apartment to the heating pipe. It is proposed to install individual meters for homes, as well as to install thermostats for temperature regulation.

The representatives of the party mentioned two projects initiated by the City Hall, but which did not have the expected impact. One of them, from 2013, provided for the change of doors and windows of the apartment blocks. Of the $ 5 million budget, only $ 630 thousand were used. Another project, from 2016, provided for the thermal insulation of the blocks. The project was suspended, and the municipality incurs penalties for not using the credit.
