Vasile Ursu: „Soldiers will be further involved for the Chisinau development works”

The general interim-Mayor of Chisinau, Vasile Ursu, declared at the conscription festivity, held on April 27, that the soldiers will be further involved for development works in the city.
“Soldiers participated several times at the arrangement of the city on different occasions and these good traditions will be maintained in the future, too”, declared Ursu mentioning that the Mayoralty requests permanently for the soldiers help and “this help has a good influence on the soldiers”.
Several days ago, at the Mayoralty operative meeting, Ursu declared he will solicit for the help of the soldiers for preparing the building of the new alms-house from the Ciocana district. He said the soldiers will demolish the interior walls of the building and will prepare the site for the constructors.
For some time the soldiers of the National Army work at the reconstruction of the Military Glory Memorial effectuated by the local authorities. The cost is estimated to 35 million lei, though the soldiers are not remunerated in any way.
According to the legislation in force, the main activity of the soldiers is to defend their motherland and to satisfy the military service or perform other activities including sanitation and arrangement activities only on the territory of the military units. Legislation also stipulates the soldiers can be involved in other works that do not regard their basic activity only in case of natural calamities or exceptional situations. For example, on Easter nearly 130 soldiers of the National Army participated for two days at the Prut river embankment consolidation works in Valeni village. The militaries, supported by 12 transport units and special equipment repaired nearly 800 metres of embankment.
Solicited by Info-Prim Neo, the president of Human Rights Protection League from the Republic of Moldova, Paul Strutzescu said the involvement of the soldiers in activities not stipulated in the Constitution and other laws represent an illegality which must be urgently eradicated.
According to the legislation in force, the soldiers have the right to defend their rights, freedoms and legal interests in court or addressing to other specialized bodies. More, endangering the honour, dignity, professional reputation and other actions which violate the military’s rights can lead to penal responsibility.
In this spring, 3065 youngsters will be incorporated in the active military service, inclusively 390 from the Chisinau municipality.
