Once during the budgetary year, the value of the agreements on government procurement with continuous execution signed for a period longer than a year will be adjusted, IPN reports, quoting the regulations approved by the Government.
The adjustment will be made at the start of the budgetary year, after the statistics about the inflation index or deflation index for the previous year are published. The funds allocated and used during the first budgetary year when the procurement contract is implemented cannot be adjusted.
The adjustment of the value of the agreement on government procurement will be requested in written form by the economic operator and the contacting authority within 60 days of the publication of the aforementioned statistics. The acceptance of the application implies the signing of an additional arrangement to the agreements on government procurement.
According to Minister of Finance Octavian Armașu, the absence of a mechanism for adjusting the value of the agreements on government procurement with continuous execution signed for a period longer than a year prevents the achievement of the goal for which the sides become involved in contractual relations. Owing to the rise in the prices of goods, services and works and to the increase in the inflation rate, the economic operators cannot make the expected profits, while the contracting authorities, if the prices and the inflation rate decline, risk being accused of inefficiently using public finances.
