The Central Election Commission is not an independent body by far. The current head of the CEC Dorin Cimil does not show professionalism as a manger and as the leader of this institution. Most of the CEC members, led by their chief, are politically biased in favor of the government, project manager of WatchDog Community Valeriu Pașa noted in IPN’s public debate “Does legal framework guarantee free and fair elections? Who guarantees correct implementation of legal framework?”

“First of all, the current president of the Commission dares to declare and promise in public one thing and then to do another thing, to ignore any criterion of transparency, to reject any call to have public consultations on important decisions, to pretend not to see absolutely evident falsifications of processes and then to take this falsified process into account when taking decisions and he does not bother to provide explanations in public,” stated Valeriu Pașa.

He expressed his distrust in the CEC and in most of its members who, according to him, cannot take impartial decisions and are politically biased. “What we have seen until now makes us think that this Commission, together with its head, is politically biased towards the government. But they do it now in a much more brutal way. This is what we see and I would like this body that is important for our democracy to provide arguments to convince us of the opposite,” said Valeriu Pașa.

The expert questioned the assertion that the CEC is fully responsible for the implementation of the law in the electoral period. “If we speak about the integrity of elections, an extremely important role is played by the police, courts of law and, implicitly, prosecutors. The responsibility for the implementation of the law is at least 50 to 50,” he noted.

The public debate “Does legal framework guarantee free and fair elections? Who guarantees correct implementation of legal framework?” was the 155th installment of the series “Developing political culture through public debates” that is supported by the Hanns Seidel Foundation.
