Universities will receive budget funds per student based on performance

The public university budget funding methodology worked out by the Ministry of Education, Culture and Research in connection with the university reform was approved by the Government. According to Minister of Education, Culture and Research Igor Sharov, the methodology is designed to ensure transparency in the allocation of state budget funding intended for initial professional formation at universities.

The budget funds will be allocated based on standard costs per student and adjustment coefficients associated with the complexity level of programs of study in higher bachelor’s and master’s degree education, compensatory financing for supporting performance and complementary financing for modernizing teaching aids and assets.

The methodology will start to be implemented at the 16 public higher education establishments with financial autonomy on January 1, 2021. The proposed calculation formula will be adjusted according to the implementation results.
