Unfortunate regulation, reinforced and taken to court again

The Chisinau Municipal Council (CMC) has reinforced the Motor Transport Regulation, canceled on May 14. Interim general mayor Nistor Grozavu pledges to file the decision to the court, Info-Prim Neo reports.
In the sitting of July 14, the councilors from AMN, PLDM, PL, PSD and PDM asked that the regulation was sent back to be improved. Councilor Oleg Oniscenco, the chairman of the committee in charge, which appoints minibus route administrators, insisted that the draft is set to voting and it was backed by the Communist councilors.
“The local public authorities have not appointed route administrators for two years in the capital. The Chisinau inhabitants are unhappy with the services provided by the minibus companies and one must make order. The necessary modifications can be made later,” stated Communist Valeri Pavlov.
Interim mayor Nistor Grozavu specified that the draft regulation proposed by the Transport Division and modified by Oleg Oniscenco did not have the endorsements of the CMC committees and allowed many irregularities, which may cause a high-scale crisis in the private public conveyance.
“The capital's administration has repeatedly proposed modifications, so that this act becomes viable. In case this regulation enters force, the results of the contest on appointing route administrators will also stay valid, but it was held doors closed. It also entails that half of the route administrators must be replaced overnight, what will lead to a general strike in the public private transport. Some route administrators have already sued this regulation,” said the interim general mayor.
“In order to avoid the disorder in this area, the city hall's lawyers will sue the decision of reinforcement of the regulation,” Nistor Grozavu concluded.
Later in May, Chisinau mayor Dorin Chirtoaca inked a decision reinforcing another decision of 2000, which regulates the minibuses functioning.
