Unemployed on social benefit to provide services of community interest

The Ministry of Labor, Social Protection and Family suggests that the unemployed persons on social benefit who are registered with local employment agencies should be obliged to provide services of community interest at the request of the mayor, deputy mayor or district head. According to an initiative placed for debates on particip.gov.md, the normal working hours, the security and safety rules should be respected when engaging a person in community activities, IPN reports.

The families whose social benefit represents 30% of the minimum guaranteed monthly income (which is 288 lei) and the unemployed persons who are in temporary incapacity for work will be an exception. In order to prevent abuses and the favoring by the local public authorities of particular beneficiaries, the hours for performing community activities will be determined proportionally to the social benefit received by the family, but will not exceed 40 hours a month.

According to the Ministry, the objective of the given initiative is to promote an active lifestyle in society for recipients of social benefit. Statistics show that 3,000 families of the total number of recipients of social benefit have at least one unemployed member in the family. Of these 3,000 families, 700 get a social benefit of 288 lei a month.

The initiative envisions that the minors who reached 16 and work based on a work contract with the parents’ consent and carry out entrepreneurial activities have the right to social benefit and cold-month allowances as the adults, in the amount of 70% of the minimum guaranteed monthly income. Currently, these receive social benefit only as members of a socially disadvantaged family and get 50% of the minimum guaranteed monthly income.
