Two ministries warn they can fail to get grants and loans

The Ministry of Agriculture, Regional Development and Environment and the Ministry of Home Affairs warn that they can fail to obtain grants and loans owing to the legal impossibility of signing international agreements for getting these. Parliament earlier adopted a law that enables the outgoing Government to sign international treaties that enable to implement financial assistance projects, but the law hasn’t been yet promulgated by the President, IPN reports.

Minister of Agriculture, Regional Development and Environment Ion Perju said the Ministry negotiated a US$3.1 million financing agreement between Moldova and the IBRD for the sustainable land management.

The situation is similar in the case of a lending agreement to the value of €26 million with the IBRD and a financing agreement of €15 million. The money is needed for implementing a water supply and sewerage system in Soroca, Râșcani, Comrat, ATU Gagauzia and Cahul.

According to Ion Perju, the implementation of the project will not start as he is not empowered to put his signature.

For his part, Minister of Home Affairs Pavel Voicu said the Ministry obtained US$19.2 million in grant funding from Japan and the money is to go to purchase 19 firefighting vehicles, but the funds can be lost for the same reason.

In this connection, acting Prime Minister Aureliu Ciocoi recommended the two ministries to try and negotiate the extension of the time limit and the eventual signing of the agreements with the donor institutions. He assured that he will launch discussions with the President’s staff so as to identify swift solutions that would enable the outgoing Government to sign international financial agreements and to adjust the legal framework.
