Tudor Pantiru should be involved in legal system reform, NGO

The Center of Initiatives and Public Authorities Monitoring considers that the creation of the National Council for the Reform of the Legal System represents a setback for the representatives of the three state powers. The NGO suggests that Tudor Pantiru, who is a member of the Romanian Parliament, should come to Moldova and head a functional council for the reform of justice, Info-Prim Neo reports.
“The appearance of this council, alongside the existing one, generates confusion and has demoralizing effects on those who hoped that certain reforms will be carried out,” the chairman of the Center of Initiatives and Public Authorities Monitoring Ion Dron told a news conference.
According to Ion Dron, the way in which this council was constituted points to the existence of a dispute between the legislative power and the executive power over the implementation of reforms in the legal system. The fact that this council was created in the absence of a clear reformation conception shows that some of the promoters and implementers of this project lack ideas and viable solutions to make things move in the direction expected by civil society.
“In such circumstances, we must use the experience of persons with incontestable fame. We propose inviting Tudor Pantiru to lead a functional council for the reform of the legal system. This would be a first step towards promoting the national interest,” said Ion Dron.
He also said that Tudor Pantiru, owing to his authority among jurists and foreign experts, can act as a good mediator between the camps of reformers who became rivals.
The Center of Initiatives and Public Authorities Monitoring calls upon the leaders of the ruling alliance to leave out the party interests and to effectively involve Tudor Pantiru in the process of implementing the projected reforms. “We consider that the signing of a joint document by the three state powers, named the Pact for Justice, and the appointment of Tudor Pantiru as head of the new council will show that there is political will to implement the promised reforms and will be a guarantee, including for the foreign partners, that the reforms in the legal system can be carried out as expected,” said Ion Dron.
He stated that he did not inform Tudor Pantiru about this initiative, but he believes that he is the most suitable person for stimulating developments in the legal system.
The Center of Initiatives and Public Authorities Monitoring was registered with the Ministry of Justice on June 21, 2010. It aims to make researches and formulate policies to strengthen the results achieved by the authorities in such areas as legal system, security and human freedoms.
