Acting President Mihai Ghimpu in a press briefing on Tuesday said Prime Minister Vlad Filat violated the Constitution when he signed the Treaty on the State Border Regime, Cooperation and Mutual Assistance in Frontier-Related Issues between Moldova and Romania as this is not within his competence, Info-Prim Neo reports.
Mihai Ghimpu said the Premier can sign agreements between Governments, not yet between countries. Only the head of state or the person entrusted with such powers can do it.
The Acting President also said that a challenge cannot be lodged with the Constitutional Court as the Treaty has not been yet ratified by Parliament. He stressed the Treaty will not be ratified as it is unconstitutional and was signed with the aim of obtaining more seats.
The Border Treaty between Moldova and Romania was signed by Prime Minister Vlad Filat and Romanian Foreign Minister Teodor Baconschi in Bucharest on November 8.
Asked by reporters to comment on the Acting President's statements, Vlad Filat said it will take him too long to reply to all the statements made by Mihai Ghimpu this year. He also said the assertions about the country's interests should be well thought out, especially if they are made by persons holding high-ranking posts.
