Transnistrian vehicles obliged to have RCA policy. Reintegration Bureau’s clarification

All the categories of motor vehicles registered on the territory of the Republic of Moldova, either they were registered on the right side or on the left side of the Nistru River, must have a compulsory civil liability insurance policy RCA or the vehicle owners will be penalized, as the legislation provides, the Reintegration Policies Bureau said following reports about the fining of owners of Transnistrian vehicles, IPN reports.

The Bureau makes reference to the Contravention Code, which stipulates fines ranging between 1,500 and 3,000 lei and three penalty points if the vehicle is used without possessing compulsory civil liability insurance policy. The insurance can be on paper or in electronic form. The fine is imposed when there is no data in the common compulsory civil liability insurance information system.

“Major difficulties are experienced with regard to drivers of Transnistrian vehicles who commit road traffic contraventions or volitions. They cannot be supervised owing to the absence of accessible data in the common information systems, including those concerning compulsory civil liability insurance,” the Reintegration Policies Bureau noted in a press release.

It said that cases of driving of vehicles with registration numbers issued in territorial-administrative units from the left side of the Nistru or in Bender municipality, or with neutral-design license plates, by persons who live in settlements that are not in the Transnistrian region are frequently identified. Under the Contravention Code, such cases must also be punished with fine, penalty points or ban on performing a particular activity for a period of six months to one year, in the case of legal entities involved in entrepreneurial activities in the Republic of Moldova.

A major problem has persisted with regard to vehicles registered and insured in the Transnistrian region, which are involved in road accidents with units of transport registered in accordance with the Republic of Moldova’s legislation, including with compulsory insurance policy issued by licensed companies in accordance with the law. The drivers of the latter vehicles cannot file insurance claim as a result of road accidents as the insurance companies from the eastern districts of the country do not fulfill their contractual obligations.
