The Transnistrian refugees Monday protested in front of the Chisinau City Hall, expressing their dissatisfaction with the fact that they can become owners of the apartments only after 20 years. The protesters said framework agreement signed by the Government and the Council of Europe Development Bank, for the construction of the three blocks located on Nicolae Milescu Spataru, Liviu Deleanu and Ginta Latina streets, does not include such a clause, Info-Prim Neo reports.
“It is an aberration. I read the lending agreement with the Bank and it says nothing about what they wrote here. There is only the regulations signed by former Minister of Construction Vladimir Baldovici in 2008, which says that while the loan is being repaid, the apartments cannot be privatized. But the regulations are not a law that can be published in the Official Gazette,” said Anatolie Bazgu, chairman of the Movement of Transnistrian Refugees.
In November 2009, the Chisinau Municipal Council adopted a decision whereby the Transnistrian refugees who received apartments in the three buildings situated on Milescu Spataru, Liviu Deleanu and Ginta Latina streets are obliged to monthly pay a symbolic rent of 0.2 lei per square meter.
“The City Hall misleads the public. We are not dissatisfied with the rent. There are members of the Association who are over 60. If they die, the apartments will be taken by the state and their children will remain on the street,” said one of the protesters.
Acting mayor Nistor Grozavu said the protest was electoral in character. “For a long time they did not want to be connected to the public utilities, pay for them and sign the necessary contracts. If we had accepted the Bank's proposal, it would have been impossible to privatize the apartments. We made another suggestion and the Bank accepted. After the loan is repaid, the apartments will be privatized,” said Nistor Grozavu.
