Trade restrictions in Chisinau

Sales from vehicles and booths on the capital’s streets will be banned in compliance with the new regulations concerning the issuing of authorisations for retail outlets and units providing social services in the municipality of Chisinau. Such activities will be allowed only during seasonal fairs or on the eve of certain holidays. The regulations were approved by the Chisinau Municipal Council on December 27. As the councillors’ requested, the ice-cream and soft drinks could be sold on the street only in summer, while the public eateries located inside blocks of flats will close at 21.00, not at 23.00 as they close at present, in order not to inconvenience the residents. The Council also banned the location of gambling machines in apartment buildings and within 100 metres from public stations. Under the regulations, in order to obtain authorisations for trading units the applicant must submit a standard application to the population information and documentation centre containing the full name and address of the given outlet, the main groups of goods that will be sold, the services that will be provided, the timetable, the name of the person in charge of the company’s administration. The application must be accompanied by the following documents: enterprise registration certificate, ownership certificate, contract for the disposal of refuse, a certificate confirming that the neighbours consented to the location of the unit. In addition, the applicant must have a sanitary and a sanitary-veterinary authorization, the plan of the ground, the land lease contract or the certificate confirming the land ownership right, the category conferring certificate, the contract signed with an accredited laboratory, the licence allowing to work in the area of games of chance etc.
