Tiraspol invented new problem in order to blackmail Chisinau, experts

Tiraspol’s decision to introduce mandatory vehicle insurance for cars registered on Moldova’s territory represents a problem invented by the separatists in order to blackmail Chisinau in the negotiation process. Such conclusions were formulated in the talk show “Fabrika” on Publika TV channel, IPN reports.

Vice director of the Institute of Legal and Political Research of the Academy of Sciences Victor Juc said Tiraspol will use this instrument in the negotiation process. “The separatist Transnistrian administration wants to show that Transnistria is an entity and should be treated as such. I think it’s good that the talks between Tiraspol and Chisinau were resumed, even if more voices say that these talks should be held between Chisinau and Moscow. But Ukraine’s example shows that these voices are not right. However, Chisinau must not behave at these talks like a firefighter that intervenes whenever something burs. Chisinau must change its behavior,” he stated. 

Vadim Vieru, of the Association “Promo-Lex”, said that Tiraspol pursues two goals by introducing compulsory vehicle insurance for cars registered on Moldova’s territory. “First of all, Tiraspol aims to augment the region’s tight budget. The second goal is to exert pressure in the negotiation process. Every time the negotiations between Tiraspol and Chisinau start, the Transnistrian administration usually creates a problem so as to be able to blackmail Chisinau. They did so in respect of the Romanian-language teaching schools and the farmers who do not have access to their farmland. I think this time Chisinau will concede again, as it did earlier,” he said.

International law expert Vitalie Gamurari also considers that the problem of vehicle insurance will be used by Tiraspol to exert pressure on Chisinau. “It’s hard to expect something of this dialogue. A number of problems related to Transnistria haven’t been solved. Chisinau does not have a well-planned strategy concerning the relationship with Tiraspol and usually behaves like a firefighter and intervenes only when a problem appears,” he stated.
