Those who will violate rules of building attic-like apartments face penalties

The designers ad constructors who will violate the legal provisions and the technical norms concerning building of attic-like apartments will be penalized, Deputy Minister of Regional Development and Construction Anatolie Zolotcov said in a meeting centering on this subject, IPN reports.

Anatolie Zolotcov warned the certified technical experts that if they draw up technical examination reports in the absence of solutions for integrally reinforcing the building or without fundamental calculations, by including existing buildings and new attic-like structures, will be deprived of the authorizing certificate.

According to the data presented by representatives of the State Construction Inspectorate, the construction of 139 attic-like apartment stories has been authorized in Moldova since 2008 until now. Of them, 42 are already inhabited, while 35 are being built. In 62 cases, the works were halted for different reasons.

The inspectors established that most of the buildings on which the construction of attic-like apartments was authorized do not have reserves of bearing capacities that would sustain additional loads. Extensive and current repair works haven’t been performed in these buildings for a long period of time and their resistance degree in case of natural phenomena wasn’t taken into account. The objections referred to the constructions erected before the 1970s.

On May 1, an attic-like apartment story with 28 apartments was destroyed completely in a fire caused by a short circuit. Several weeks earlier, a part of the roof of an attic-like apartment story under construction fell down. Those to blame were deprived of the technical-professional attestation certificate for a period of five years.
