Individuals and economic agents who affect the environment will be obliged to repair the damage and to be directly involved in ecological restoration. A draft law with clear relevant provisions was approved by the Cabinet, IPN reports.
According to the Ministry of Environment, the objective of the bill is to prevent and restore damage done to air, water or soil according to the "polluter pays" principle. This will reduce the negative effects on the environment and mitigate climate change. The measure will also help minimize the negative impact on people's health and raise awareness of the seriousness of environmental damage.
Subsequently, the authorities are to develop the methodology for calculating environmental damage and the regulations for setting and applying the forms of financial guarantee.
The Ministry of Environment noted that environmental pollution has reached worrying proportions in the Republic of Moldova in recent years. Data from the National Public Health Agency show that air pollution is the cause of more than 11% of deaths.
