The practice of one stop shops should be intensified and expanded to all the public services offered by the central authorities. This will improve the quality of services, reduce their costs and discourage corruption. The opinion was voiced by members of the business environment during debates on Wednesday, August 16, IPN reports.
According to a press statement that followed the debate, the one stop shop concept for public services means that they should be concentrated in a single place and accessible online. The submission of requests for public services should also be digitized.
Dumitru Albulesa, director of the Union of Transporters and Road Constructors, said that transport operators have long been waiting for the issuing of authorizations electronically, via the one stop shop. “Today, each of us must go and wait in line, or use our connections in order to obtain authorizations. Electronically, when you have a database, you can access it and submit a request, pay and receive an answer online. Then you only have to go pick up your authorization”, explained Albuleasa.
Stefan Condratiuc, head of the Beekeepers’ Association, complained that online registration for public services is a problem. “There are too many requirements and the steps are sometimes incomprehensible”, he said.
He is resigned that the one stop shop concept won’t be applied to all the services offered by the government anytime soon. “We understand that it takes time to provide technical training to the necessary staff and it won’t happen as soon as we want”, said Condratiuc.
The recent government reform involves the reorganization of some state institutions and the creation of the Public Services Agency. It will concentrate service providers and facilitate the implementation of the one stop shop mechanism.
