Prime Minister Vasile Tarlev is willing to exchange a thousands of “we don’t know what to do” on one who knows “how to do it”. Tarlev admitted that there are very few people who know not only what to do to make Moldova a prosperous country, but also who know specific solutions to this problem. On Tuesday, June 26, there was organised the National Forum “Challenges, Priorities, Prospects”, where the National Development Plan was discussed. During this forum, the prime minister mentioned that the success of the strategies and initiatives generated by the Government depends “not only on the civil servants’ professionalism, patriotism and loyalty, but also on the involvement of the society in this process”. Tarlev mentioned that the development and the implementation of the Economic Growth and Poverty Reduction Paper (EGPRSP) was a process where the authorities “learned by trying”. That way, it revealed several drawbacks of the Moldovan institutions and of the decision-making process in our country. The main goal of The National Development Plan is to define a development path for Moldova until 2011, and also to ensure the continuity of the reforms started under the EGPRSP. The Government priorities in this plan are to consolidate a democratic state based on law, to solve the Transnistrian conflict, to enhance the competitiveness of the Moldovan economy and to ensure regional development. This document will stipulate specific activities to increase people’s welfare. The document will also contain specific steps to accomplish the objectives established; it will show the cost of each measure and will locate the sources where the money will be taken from. According to Tarlev, the National Development Plan allows available donors to support Moldova on a medium term in the process of reform implementation. This plan also allows donors to adjust their assistance programs according to their priorities. 250 people were present at the National Forum “Challenges, Priorities, Prospects”. The participants were representatives of the civil society, entrepreneurs, the academic community and others. The National Development Plan is the most important medium-term strategic document in Moldova. It will be finalised in a large participatory process. Between June 27 and June 30, immediately after the National Forum, a round of public debate will be held in 10 towns and cities, among which are Balti, Cahul, Comrat, Ungheni and others.
