An analysis report of the functioning of the General Carabinieri Inspectorate, which includes recommendations for improving the activity of the institution, was presented today, November 5. The report, funded by the US Embassy, will be the basis of the new institutional development strategy.

The head of the project team, Daniel Barbu, independent expert from Romania, said that when the Law on the General Carabinieri Inspectorate entered into force, in 2018, the institution received new prerogatives. In order to fulfill these prerogatives, the internal regulatory framework must be modified. "Based on the recommendations we formulate, it will be possible to develop a new strategy for consolidating and developing the carabinieri institution. Its implementation will prepare the ground for organizational and functional optimization", said Daniel Barbu.

Due to the new legislative framework, the carabinieri acquired exclusive prerogatives regarding securing and restoring public order. The expert said that it is important to elaborate the doctrine of carabinieri. It is necessary to professionalize the carabinieri, to replace the military personnel with officers, respectively, non-commissioned officers. "Starting with 2021, the number of military personnel will be reduced to zero. However, the simple replacement of military personnel with professionals does not entirely solve the problem. We need to train these people", said Daniel Barbu.

The commander-in-chief of the General Carabinieri Inspectorate, Anatolie Dănilă, said that the institution has undergone an intense period of reformation and needs an internal diagnoses in order to understand the current state of the institution and to identify solutions for institutional development.

The Director of the Bureau of International Narcotics and Law Enforcement Affairs (INL) for Europe and Asia of the US State Department, Kathleen Szipla, said that the US State Department is making a continuous efforts to support the Moldovan law enforcement sector. Kathleen Szipla congratulated the Ministry of Internal Affairs and the General Carabinieri Inspectorate for striving to professionalize their activity so that they can contribute to public order and security.

According to the US official, the experts who conducted the study carried out dozens of interviews and reviewed documents. Kathleen Szipla believes that their recommendations will make the General Carabinieri Inspectorate better.

The analysis report completion period was two months.
