The Court of Accounts declared inefficient management of public finances in Ministry of Transports and Roads

A recent control of finance management within the Ministry of Transports and Roads (MTGD) done by the Court of Accounts (CC) has revealed a series of violations of legislative and normative documents. The decision of the Court was published in the last number of the Official Monitor of the Republic of Moldova. CC has revealed that the Law of the budget for 2005 offered MTGD financial means with the sum of MDL 168,3 mil., of which MDL 1,924 mil. were spent to maintain the Ministry’s central staff, and MDL 166,3 mil. were transferred and used by subordinate companies. The court pointed out that MTGD hasn’t fulfilled the requirements from its decision and several laws. As a result, in 2005 in the MTGD has supported the central staff by financial means destined for subordinate companies, no inventory of debit or credit debts was made, inefficient use of finances for telecommunication services was allowed, as the number of mobile phones surpassed the number of employees. It was also found that in 2005 the public finances were spent inefficiently at „Manconrut” JSC, and as a result losses of MDL 595,1 thousand occurred. CC also observed that the public finances were spent in a fashion that violated the current legislation and normative acts; the control of the subordinate companies was not properly done. Because of the inefficient use of public finances, at the general evaluation meeting for the 2005 year, the director of „Manconrut” JSC was dismissed.
