The Council of Europe action plan for Moldova 2025-2028 has been launched

The Council of Europe will continue to support the efforts of the Republic of Moldova to align its legislation, institutions, and practices with the Council of Europe's standards on human rights, democracy, and the rule of law, according to the Council of Europe Action Plan for the Republic of Moldova, launched today at an official event, IPN reports.

The Action Plan aims to provide support through concrete projects in areas such as justice reform, combating corruption, human rights protection, and strengthening local governance. It is also expected to contribute to Moldova’s process of joining the European Union. The plan is developed by Council of Europe experts in consultation with Moldovan authorities.

According to President Maia Sandu, the Action Plan is particularly important in the context of unprecedented threats to democracy in the Republic of Moldova. "We are the target of a hybrid campaign from the Kremlin, which, through cyberattacks, disinformation campaigns, and large-scale electoral corruption, seeks to undermine our right to decide our own fate and future. We rely on the support of the Council of Europe in countering these threats to democracy", stated the head of state.

The Secretary General of the Council of Europe, Alain Berset, emphasized the organization’s commitment to supporting Moldova. "The Council of Europe stands with Moldova in its European aspirations. The Council of Europe Action Plan provides a clear roadmap for the next four years, guiding the country towards a stronger European future, reform by reform", noted Alain Berset.

The Republic of Moldova is marking 30 years since joining the Council of Europe and is preparing to assume the presidency of the organization in November 2025 for a six-month term. During its presidency, Moldova aims to contribute to the protection of democratic values and the identification of new models for defending democracy on the European continent.

This is the fourth Council of Europe Action Plan for Moldova since 2013. It builds on the best practices and achievements of previous action plans and introduces new areas, such as combating human trafficking, preventing drug use and addictions, increasing civil society involvement, and enhancing youth participation in democratic decision-making. The total estimated funding needed for this action plan is 30 million euros.
