The city councillors are surprised by the declarations of the interim mayor of the capital.

Some city councillors declare they are surprised by the declarations of the interim mayor of the capital, Vasile Ursu, regarding the repair of 7 roadways in Chisinau, scheduled for this spring and regarding the spending of near 120 million lei for these repairs. The leader of the Popular Christian Democratic Party faction (PCDP) in the municipality council declared for the Info-Prim Neo Agency that for this plans to come true, such a project with such a big sum of money included should have been discussed with specialized committees and after that, discussed at the general meeting of the municipality council. Alexandru Corduneanu says that such serious works must be announced as projects to be discussed not only to the specialists, or counsellors but also to the civil society. The lack of transparency and of the community’s contribution to such decisions could lead to violations, declared the cited source, also saying that PCDP demanded from the road specialists in the capital to present a several years renovation project of the all 783 roads of the capital. Corduneanu says that the project is necessary for determining the priorities upon the road repairs, the future spending and the permanent supervision procedures of these finances. The cited source didn’t deny the importance of the capital repairs of several streets, but mentioned that other streets deserve to be repaired as well, by means of cementing the holes in order not to create inconveniences for the citizens of the capital. Regarding the sum of 120 million lei Corduneanu affirmed that Ursu’s declaration is on his own responsibility, since there were allocated only 30 million lei from the budget. The leader of the „Our Moldova” faction in the municipality councill, Pavel Caba, declared that he found out from the press about the promises of Vasile Ursu to repair seven streets from the capital spending the sum of 120 million lei. He can not imagine, from were the interim mayor will take this money, but he is sure that by the ignorance of the specialized committees and of the municipality council in general, was totally violated the legal procedure of money allocation and of public money spending. Pavel Caba considers that such a project can not be implemented in a hurry, firstly must investigated the engineering network, infrastructure and the possibility of the road’s enlargement. In the situation when there is no complex plan the project has no chances to succeed, says the counsellor, and of course such projects can not be implemented without the consultation of the civil society. Even if he is not against the general road repairs in the capital, Pavel Caraba thinks that Ursu has to reveal the counsellors the source of the money for the repairs. The independent counsellor, Ion Mamaliga, declare that it is not normal and legal that Ursu takes decisions by himself, without waiting the decision of the elected counsellors that have the exclusive rights to allocate the financial sources for any kind of works. Ion Mamaliga also thinks that such works can not be done without complex studies. These must be at the ground of a strategic program that will be necessarily approved by the municipality council. The repairs of the roads is an immediate necessity, but it has to be done along with the repairs of other roads. Ursu took the decision by himself ignoring 700 roads in favour of seven, also saying that cementing the roads is a necessity. The communist counsellor, Vitalie Sacara, believes that such plans can not be implemented without a discussion with the specialized committees and with the municipality council, which is a representative body of the society. He says that the present legislation settles the mandates of the executive power represented by the Mayor and the Municipality Council, the sole body that has the right to take such decisions, to regulate and allocate the necessary sums of money. Like other counsellors, Vitalie Sacara is sure that the capital repair is a necessity, but at the moment all the roads have to be cemented as faster as possible. For several weeks the interim Mayor declares insistently his intention to give up to the traditional cementation of the roads from the capital in the favour of the capital repairs of the seven roads in the centre of Chisinau. The estimative sum of money of the launched project is about 120 million lei.
