Teodor Carnat, who resigned from the Superior Council of Magistracy (SCM) because he failed the polygraph test taken by the candidates for the post of National Integrity Authority president, said some members of the Integrity Council wanted him to fail the test. According to him, even before the testing the Council’s chairman Sergiu Ostaf told the press that the candidates were weak. The issue was developed in the talk show “Emphasis on today” on TVR Moldova channel, IPN reports.
Teodor Carnat said that given the reservations about his integrity, he cannot serve on the Superior Council of Magistracy as the polygraph test result prevents him from freely stating his opinions on the SCM and he could be blackmailable in the future. “The image of the SCM, about which I cared a lot, could be affected if there are suspicions that I do not freely vote on the Council’s decision,” he stated.
Teodor Carnat said he considers himself upright and will not give up struggling. “I demonstrated my integrity in time, during 45 years,” added the ex-member of the SCM.
Journalist Liliana Zaharia said the polygraph test cannot be decisive for eliminating candidates from the race for the post of president of the National Integrity Authority. “This could be an additional argument besides the two tests that were taken – the written test and the interview – but the polygraph testing should not be eliminatory,” she noted.
Ion Guzun, legal adviser at the Legal Resources Center of Moldova, said the lie detector reacts to different nervous impulses of the person and this fact should not be ignored. “For such a post, I don’t think some could keep the pulse under control and have a result of 100%. My question is: Why the polygraph test was considered the key one?” he stated.
