Chisinau Mayor General Dorin Chirtoaca halted the tender contest for the reconstruction of the Chisinau wastewater treatment station. The mayor told Info-Prim Neo that the tender contest announced in May was not attractive because the water and sewerage pricing policy was not reviewed so that the investor could see how the investment can be recouped. On the other hand, the issuing of a state bank guarantee or of a municipal guarantee was in question at the contest announced by the previous Chisinau administration, but such a decision was to be made long before the tender was announced, Chirtoaca says. The results of the tender were to be announced in September, but, the mayor says, the charges could not be reviewed and the financing problem could not be solved by that time. In addition, to further hold the tender as it was announced was a too heavy burden for the municipality, the cited source says. Dorin Chirtoaca has stated that in the meantime the municipality will prepare thoroughly a new tender contest so that there are no doubts about the scheme for financing the reconstruction of the wastewater treatment station and about the investment mechanism. “We will organize a campaign to inform the public about what has been done so far, inducing the feasibility study. Also, we will furnish all the information so that the economic agents willing to invest see how the tender contest is organized, as this will be an additional guarantee that the contest is not prepared for a certain entity.” Meanwhile, Constantin Becciev, the head of JSC “Apa-Canal” Chisinau, referring to the intention to take over the wastewater treatment station announced by the director of the Agency “Apele Moldovei” Veaceslav Iordan, the former interim mayor of Chisinau, said that the station could work “in any formula”. Given that the station and “Apa-Canal Chisinau” are municipal property, Becciev says that to take over the station, the central authorities will have to modify first the present legislation, including the law on the status of the municipality of Chisinau. The Chisinau wastewater treatment station was put in commission in 1964-1977, in several stages. Now it is worn out as it has not been under repair since built.
