The increase in the salaries of teaching staff planned for September 1, 2004, in accordance with the Law on Pay Grades in the Budgetary Sphere of December 23, 2005 and in line with the projected average salary in the economy, is postponed for 2015, Info-Prim Neo reports, quoting legislative amendments formulated by the Ministry of Finance with the aim of rationalizing public spending. The amendments were proposed for public debates. According to the Ministry, the medium-term expenditure framework estimates for 2013-2015 show there are no budgetary resources available for increasing the personnel-related costs in 2013 and 2014. On the other hand, the average monthly salary in the economy will be larger than the average pay of teachers in the fourth quarter of 2013. In order to implement the given measure on September 1, 2013, there is needed 95.5 million lei, but this money is unavailable. The informative note to the amendments says that following the budgetary constraints caused mainly by the decrease in Moldova’s experts to the partner countries affected by crisis, the payment of the state debt, salaries, scholarships, allowances and benefits will be given precedence.
