The centralized heating system in the municipality of Chisinau may be transformed from a goal-directed production system into a goal-directed consumption system by installing 4,800 individual heating units. This is one of the recommendations for developing the centralized heating system on a medium and short term formulated by the Swedish company SWECO in a report, Info-Prim Neo reports.
The report was presented in a joint meeting of representatives of the Ministry of Economy, the thermoelectric plants CETs and SA Termocom. The SWECO experts proposed modernizing or replacing the sources of generating heat by building a new combined cycle heating station that will use different types of fuel, including biomass, household and industrial waste.
Among other recommendations are to reconnect the public institutions to the centralized heating system, to promote the connection of apartment buildings to the centralized heating system, to gradually eliminate the practice of the start and end of the ‘heating season’ so as to allow end users to ensure themselves the necessary technical comfort.
Modern individual heating units will be set up in buildings. According to the Swedish experts, their use will enable to ensure the quality and flexibility of the services after reconnection to the centralized heating system, at a level not lower than when using autonomous gas heating stations.
Vadim Ceban, head of the Economy Ministry’s General Energy Security and Efficiency Division, said a detailed analysis will be made to finish the technical specifications and to prepare and announce tender contests. The project will be implemented starting with 2014. The investments that will be made in achieving the short- and medium-term objectives will total US$20 million. The money will be allocated by the development partners.
