Study centering on political party funding

The Association “Promo-LEX” analyzed the way in which the political parties are financed and is preparing a study in this regard. The research will reveal the sources from which the parties receive money and the way in which the money is spent and the costs are reported. The study forms part of the project “Fighting political corruption in the Republic of Moldova by improving the legal framework on political party funding and civic surveillance”.

Pavel Postica, programs director at “Promo-LEX” Association, in a news conference at IPN said it was noticed that the parties do not report the costs associated with transport and fuel during the election campaign of 2010 first. After the Association made public a number of analyses, some of the parties started to report such costs. Afterward, in 2015, Parliament adopted amendments to the legislation on party funding and “Promo-LEX” decided to examine the situation to see how the law is implemented in reality.

“We aim to carry out a study to see from where the parties get money and how they spend it. We will analyze the official documents, the statutes of parties and the financial reports submitted by these,” stated Pavel Postica. He added that while collecting facts, they hold interviews with representatives of the central and local offices of parties.

“Promo-LEX” will present the study towards the end of March, but its experts preliminarily analyzed the way in which the registered parties collect dues and reached the conclusion that half of the parties, which include rather large ones, didn’t stipulate the method by which the membership dues are paid and didn’t set their size.

The goal of the project “Fighting political corruption in the Republic of Moldova by improving the legal framework on political party funding and civic surveillance” is to improve the regulations on party funding and surveillance. The project will last until March 31 and is implemented with financial support from the British Embassy in Chisinau.

By this project, “Promo-LEX” aims to sensitize the people and to monitor the implementation of the Law on Party and Campaign Funding. It also wants to carry out a comprehensive analysis of the current strategies, practices and instruments used by the political parties to finance their activities, in particular their incomes.
