Strategy for reforming prosecution service presented for public debates

The Ministry of Justice and the Prosecutor General’s Office proposed the strategy for reforming the prosecution service for public debates. The document was drafted by a working group created to implement the justice sector reform strategy for 2011-2016 and to deal with the problems identified in the work of the prosecution service of Moldova, IPN reports.

According to a communiqué of the Ministry of Justice, the strategy for reforming the prosecution service suggests revising the procedure for naming the prosecutor general so as to exclude the political influence. Another provision refers to the institution’s budget. Money from the centralized budget will be allocated depending on the workload of every prosecutor’s office, the number of prosecutors and the complexity of the examined cases.

The strategy proposes new methods of naming the prosecutors. Thus, the total number of prosecutors, functionaries and technical personnel in the prosecution service will be set by Parliament decision, while the method of distributing the personnel will be decided by the prosecutor general. The classification levels will be excluded concomitantly with the rise in prosecutor’s salaries. The salary will depend on the post held. The military ranks will be excluded when the Military Prosecutor’s Office is liquidated. The military uniform will be substituted by robes that will be worn only in hearings.

The strategy for reforming the prosecution service was worked out in compliance with the recommendations of the Venice Commission and other international organizations.
