Stefan Voda and Cimislia districts remain most affected by corruption

The districts of Stefan Voda, Cimislia, Nisporeni and Donduseni are most affected by corruption, while the municipality of Chisinau and the districts of Criuleni and Basarabeasca are least affected by corruption. According to a study conducted by the Institute for Development and Social Initiative “Viitorul”, in the local public administration, corruption, which seems to be extended, is accentuated by the lack of clear definition of responsibilities, confusion in separation of administrative duties and lack of transparency in administrative procedures, IPN reports.

The systemic corruption and social inequality that are present at the local level lead to the people’s loss of confidence in administration and offer fertile ground for the appearance of populist politicians.

According to the regions competitiveness index, Stefan Voda is the region where most of the decisions by the authorities were taken based on illegal pecuniary interests. The public authorities of this district are characterized by an increased interest of the state institutions in local administration, poor implementation of the legislation at the local level and weak business development perspectives.

In Cimislia district, corruption also reaches alarming proportions. The decisions taken by the district council are affected by corruption to a big extent and therefor the district ranks second by the impact of corruption on the local public authorities. The level of corruption at private companies is evident. By this index, Cimislia district is placed third.

Nisporeni district ranks third by local authorities’ decisions affected by corruption. By the level of corruption in the private sector, Nisporeni ranks 19 out of 35 districts. According to the opinion of the business community, the Nisporeni district authorities are characterized by bureaucracy, high local taxes and nonfulfillment of obligations according to the expectations of entrepreneurs.

The same rankings show there is practically no corruption in Chisinau and this is surprising. The capital city ranks last in this regard. The representatives of the private sector also said the level of corruption in Chisinau is very low. However, the data of the National Anticorruption Center show that namely the municipal authorities of Chisinau are most affected by corruption and the largest number of offenses of the kind are recorded here.
