The Parliament’s Standing Bureau didn’t obey the priority of the parliamentary opposition’s proposals when compiling the agenda of the July 14-15 sitting, even if the regulations stipulate this for each sixth week of the start of the session. In a press release, “Promo-LEX” Association, which monitored the sitting, said the agenda included 45 draft decisions and bills and only one draft decision, concerning the vacancy of a seat of MP, of these was proposed by the opposition. Of the 45 draft decisions and bills, 41 were debated and adopted during the two days, IPN reports.

The Association noted that in the case of the last siting, the tendency was to examine a large number of drafts as a matter of urgency. At least 20 of the 41 drafts were examined as a matter of urgency. The parliamentary majority and the opposition adopted at least 11 draft legislative acts mainly on a consensus basis.

“Promo-LEX” ascertained that decisional transparency was affected in the case of 26 adopted drafts, which is 63%.

Two draft laws proposed by the head of state were examined and adopted in two readings during only two calendar days, which is the shortest period of time possible, while the bill to amend the Penal Code of the Republic of Moldova, which was also proposed by the President, was debated and passed in two readings during the longest period of time, of 162 days.

At last week’s sitting, the practice of not taking part in voting continued. At the beginning of the sitting, 87 MPs registered, while the voting on different drafts involved 52 to 82 MPs.

“Promo-LEX” Association launched the campaign “#101. Parliament works for you?!” by which its aims to monitor and inform about the legislative body’s work. Among the first public event was the monitoring of the Parliament’s sittings.
