Special commission’s recommendations concerning oil products market

The Competition Council by July 31 will present the results of the investigation into possible cartel agreements in the oil products sector. Also, the National Agency for Energy Regulation (NAER) will present the proposal for developing an organized market for selling wholesale the main standard-type oil products to the Parliament’s commission on economy, budget and finance within a month. Such recommendations were formulated in the report produced by the special commission for examining the efficiency of the application of regulations in the oil products sector, IPN reports.

Within 30 days, the Competition Council will submit to Parliament proposals for amending the legislation for improving the work of the institution. The cooperation with NAER will be stepped up, including by signing an agreement on the improvement of the capacities for monitoring markets and taking prompt decisions. An agreement on the efficient monitoring of the behavior of market participants is to be signed with the Security and Intelligence Service.

The special commission requests NAER within 45 days to work out the mobile application ecarburanți.anre.md by which to facilitate access to the list of prices and to post the average Platts quotations for the main oil product for the last 14 days on its website.

Another recommendation is to eliminate the condition for business entities to keep standard oil products in the amount of minimum 1,000 cubic meters and to transpose the EU Directive that imposes an obligation on Member States to maintain minimum stocks of crude oil and/or petroleum products equal to two months of domestic consumption.

According to the report, the Government is to consider the possibility of reducing fares for district or inter-district passenger transportation services and of decreasing the prices of oil products for road transport operators.

The special commission for examining the efficiency of the application of regulations in the oil products sector was constituted by Parliament on June 3 following the increase in the prices of oil products and recommendations formulated by the Supreme Security Council.
