Solutions for owners of motor vehicles registered in Transnistria

The holders of driver’s licenses issued by the Moldovan constitutional authorities who will travel on public roads on the right side of the Nistru River by motor vehicles registered in the Transnistrian region risk to be fined. A bill to this effect was recently approved by the Government and is to be passed by Parliament. The authorities suggest solutions for this category of drivers so that thy avoid penalties. One of them is to register the motor vehicles on the right side of the Nistru. A facilitated vehicle registration regime will be applied during two months.

Contacted by IPN, head of the General Fiscal and Customs Policy Legislation Division of the Ministry of Finance Dorel Noroc said that after the law is adopted, the owners of such vehicles will be able to register them on the right side of the Nistru by paying only 30% of the excise duty set for 2016 between December 1, 2016 and February 1, 2017.

He gave an example, saying a person who owns a car with the engine capacity of two liters and with the age of ten years has to pay about €3,000 for registering the vehicle. Under the facilitated vehicle registration regime, the tax will be €1,000. The owners of such vehicles must go to a local body of the Customs Service to have the car cleared by paying the excise duty, as the importers of cars from abroad do.

Another solution for these persons is to drive only in the Transnistrian region or to sell the car.

If the bill is adopted by Parliament in the current form and the drivers do not comply, these will be liable to fines of 1,250 to 1,500 lei and four penalty points. The vehicle will be confiscated and taken to the parking lot of the National Patrolling Inspectorate. The procedure for recovering the car is to be yet agreed.

According to data provided by insurance companies, 35,000 motor vehicles with Transnistrian number plates were issued with civil liability insurance policies. These vehicles are on the right side of the Nistru for a considerable period of time, using the road infrastructure here, without contributing, says the informative note to the bill.
