Socialists challenge constitutionality of article of Parliament Regulations

Socialists Igor Dodon and Ion Ceban challenged the provisions of the Parliament Regulations concerning the modification and supplementation of the agenda of plenary sittings in the Constitutional Court, IPN reports.

According to the authors of the challenge, following the amendment of the Parliament Regulations, the MPs who left their parliamentary groups cannot submit proposals for changing and supplementing the agenda if they are fewer than five in number.

This provision limits the right to legislative initiative and affects the integrity and independence of the lawmakers as representatives of the people. The Constitution is thus violated.

The Socialists expressed their dissatisfaction after Igor Dodon, on February 17, submitted a preliminary application, asking including a bill in the agenda of the February 20 sitting. Even if Head of Parliament Igor Corman read the application in the sitting, Deputy Speaker Andrian Candu asked not putting the issue to the vote, arguing the Parliament Regulations were not observed.
