Socialist councilors: paid parking project represents “theft of US$ 1bn” in Chisinau

The paid parking project is not in the interest of the citizens, consider Socialist councilors on the Chisinau Municipal Council (CMC). According to them, the Chisinau City Hall builds parking lots with the money of Chisinau residents ad will then lease these out to a foreign company based on a public-private partnership contract, IPN reports.

Socialist councilor Alexandr Odintsov in a press briefing said the paid parking project is a kind of “theft of the US$ 1 billion” at the level of Chisinau municipality. The City Hall committed a series of violations in the bidding contest and, as a result, a company registered only one month before the contest was chosen as winner. The public-private partnership contract was to be examined and approved by the CMC and was to be then signed by the mayor. But it happed inside out and the City Hall is trying to oblige the Council to approve the given contract.

Councilor Vitalie Mucan said the Socialist group will not vote to approve this contract because this is an antisocial decision that has no benefits for the people and brings only money to the functionaries and their affiliate companies.

The Socialist councilors request to approve new regulations concerning the functioning of parking lots and to propose these for public debates.

Mayor Dorin Chirtoaca told the press that the parking system that is to be implemented in Chisinau fully matches the European model. The information that the municipality will collect only 10% of the revenues is wrong. It is actually 10% of the turnover, which is about 50% of the revenues that will be transferred to the municipal budget. The mayor denied that violations have been committed, including in the process of choosing the wining company.
