Single operator created for agricultural information systems

All the information systems in agriculture will be operated by the Agricultural Information Center. It will be created by merging the Livestock Register, the National Information and Computing Center for Grains and the company Agroindsistem, under a decision adopted today by the Government, Info-Prim Neo reports. The Ministry of Agriculture and Food Industry will act as the newly created Center's founder. Minister Vasile said the Center's mission will be to collect and maintain all the information systems in the agricultural sector, including to register livestock traceability, integrate the agricultural information database into the state information database, manage and provide necessary information from all the existing registers in order to facilitate the development and implementation of development policies in agriculture. The financing of the Center's operations will be provided by the State Budget. PPA director authorized to sing protocols recognizing Moldova's property in Ukraine The Government today granted the authority to Tudor Copaci, the director of the Public Property Agency, to sign protocols concerning the establishment of the legal status of Moldovan assets located in Ukraine, Info-Prim Neo reports. A Moldo-Ukrainian Agreement recognizing each others' assets on their territories is in effect since 19 October 2009. Economy Minister Valeriu Lazar said that since 2006 the process of mutually recognizing ownership has been disrupted. Negotiations have been recently resumed with the Ukrainian State Property Fund, which submitted the draft protocols on the recognition of Moldova's ownership over six items of property: four recreation facilities in Sergievka, Primorskoe, Koblevo and Zatoka, and two factories manufacturing construction materials in Chernivtsi and Mycolaiv. Until 2006 ownership was recognized over 47 items of property. Under the 2009 agreement, further 113 items of Moldovan property located within Ukrainian territory are to be recognized. Also today, the Government adopted a decision transferring ownership over a former kindergarten and a hostel previously belonging to the Moldovan recreation facility Sanatate in Sergievka to the Ukrainian local authorities. New fines introduced for improper use of state and public symbols The improper use of Moldova's state symbols, including the coat of arms, flag and anthem, or of any other state will be punishable by 20 to 40 conventional units for individuals, 35 to 75 conventional units for persons in positions of authority, and by 50 to 100 conventional units for legal entities. Amendments to this effect to the Code of Administrative Offenses and other legislation were approved today by the Government, Info-Prim Neo reports. The profanation or improper use of other national symbols, besides the coat of arms, flag and anthem, or of territorial symbols will carry fines of 15 to 35 conventional units for individuals, 30 to 60 conventional units for persons in positions of authority, and of 50 to 100 conventional units for legal entities. Fines have also been introduced for the improper use of symbols belonging to central public authorities, ranging from 10 to 75 conventional units. Justice Minister Oleg Efrim said that an absolute novelty concerns the improper use of public symbols which are not registered under the national symbols legislation, with fines ranging from 15 to 100 conventional units.
