Since February 2018, when the conviction case of the former president of the Administration Board of Banca de Economii Ilan Shor was transferred to the Cahul Town Appeals Court, 27 hearings were set and they all were transferred for different reasons, including because the financial-accounting analysis ordered by the court hadn’t been completed.
In a response to IPN, the Cahul Town Appeals Court said the analysis could not be carried out. Legal experts of the National Forensic Center of the Ministry of Justice returned the materials as insufficient for formulating conclusions.
The court noted the examination of the case is at the judicial research phase. The sitting scheduled for March 19 was put off because the defendant’s lawyer Iulian Balan didn’t show up, invoking health reasons. Also, the two new lawyers, Aurel Kolenko and Denis Calaida, asked for time to familiarize themselves with the case.
The next hearings were arranged for May 12 and 14. The case is examined by a panel consisting of judges Nina Veleva, Yevgenny Dvurecenskii and Vitalie Movilă, with the last heading the panel.
In June 2017, Ilan Shor was sentenced to seven years and a half in jail for causing damage to the state by swindle and abuse of trust. The sentence was appealed and Shor was transferred from house arrest under judicial control. In February 2018, the case was transferred to the Cahul Town Appeals Court.
In July 2019, immediately after the PDM conceded power, Ilan Shor fled Moldova in breach of the ban imposed of him. A new criminal case was started against him for illegally leaving the country. On August 15, 2019, Parliament decided to lift his parliamentary immunity.
