Simple motion against Ministry of Economy and Infrastructure

The PAS and PPPDA MPs submitted a simple motion against the policy and work of the Ministry of Economy and Infrastructure. The motion invokes violations in the procedure for launching tender contests for choosing contractors to repair road sections. The MPs demand that the Ministry should annul all the tender contests as these were held with serious deviations from the legislation and the international agreements to which Moldova is a party, IPN reports.

“In January 2020, the Ministry of Economy and Infrastructure, in a hurry, without receiving confirmation from the Ministry of Finance, started the tender contest to choose contactors for the rehabilitation of a number of national roads,” PPPDA MP Alexandru Slusari stated in Parliament.

According to the MP, the Ministry of Economy, in breach of the law on public procurement, didn’t place the notice concerning the tender contests in the Official Journal of the European Union. Minister Anatol Usatyi explained that Moldova is not an EU member and the Ministry was not allowed to publish notices. “The ministry’s statements, according to the decision of the National Agency for Dispute Resolution, turned out to be deceptive, apparently against the strategic policy objectives of the Republic of Moldova. This Ministry does not fulfill its functional duties,” stated Alexandru Slusari.

The motion also says that the limitation of the foreign operators’ access to government procurement procedures of national strategic interest that is seen in the Ministry’s economic policies have serious repercussions for the economy and other sensitive social areas, including for the progress in implementing the Association Agreement and fighting corruption.

Under the Parliament’s Regulations, the simple motions are debated when the Standing Bureau decides but not later than 14 workdays of the submission day.
