The priorities of the economic recovery and stabilization program of Moldova for 2009-2011 are topical at the current stage too, said economic expert Viorel Chivriga, referring to the tasks of stabilizing and optimizing public finances, revitalizing the economy and ensuring efficient social protection. Contacted by Info-Prim Neo, the expert said that a number of ministries are late in implementing the initiated reforms. The ministries do not publish information about the implementation of the 2012-2015 plan of action that succeeded the plan of action for 2009-2011. “A priority for the immediate period is to finish the reforms in the area of competition, which are an obligatory condition for ensuring an attractive business climate for the national and foreign investors working in the SME sector. It is important to implement the reform measures aimed at ensuring the demonopolization of the economic sectors. Some of these were stipulated in the economic recovery and stabilization program for 2009-2011, but haven’t been finalized,” Viorele Chivirga said in the report “Evolution of Economic Reforms in Moldova: 2011 – 2012”. According to the expert, Moldova needs a better image at foreign and internal levels, which would contribute to the attraction of foreign investments and would motivate the people to work in Moldova in safe conditions. “The lack of cooperation between the state institutions in promoting economic reforms is a negative signal for whole society and represents a dangerous precedent for any reforming government,” stated Viorele Chivriga. He also said that energetic measures are needed to modernize the country’s economy, including by transfer of technology, experience, expertise and financial infusions. Special attention must be paid to the human resources by promoting employees according to the principle of meritocracy.
