The municipal councilors needed more than one hour to approve the agenda for of the Chisinau Municipal Council (CMC) for its Thursday’s session, on November 23. The session started traditionally with debates on insertion or exclusion of certain items from the agenda. Councilor of PPCD faction Eugenia Starcea addressed an interpellation by which she attests “lack of respect of Vasile Ursu and interim head of the Capital Constructions Division, Tudor Gnaciuc” towards the local authorities. Starcea claims that they misled the CMC announcing that the work of building an annex to “Iulia Hasdeu” Lyceum, where a canteen should be placed, will start on October 15. Moreover, after organizing a tender and designating the winner firm, the local administration announced a new tender claiming that the project presented by the winner firm does not correspond to requirements. Starcea sought to return the 4 mln lei, intended for the annex’s construction and used by the leadership of the City Hall for other purposes, as well as the allotment of 20 mln lei in the draft budget for 2007 to finalize the building. Councilor representing “Ravnopravie” social political movement Valeri Climenco requested the local authorities to plan in the municipal budget financial sources to build a gymnasium at “Alecu Russo” Lyceum teaching in Russian language and reconstruct the canteen at the Russian school nr. 85. Leader of PPCD faction Alexandru Corduneanu addressed an interpellation to the CMC secretary Nicolae Manastarli requesting explanations concerning the existence of some “unofficial councilors”, who hold IDs bearing signatures of City Hall officials. He stated that there are not such positions and sought to make the list of these “unofficial councilors” public. During debates on the agenda, communist councilor Victor Borgula proposed to exclude a certain item, but when it came to voting, neither Borgula, nor his colleagues supported it. At the same time, the councilors voiced their dissatisfaction with the interim mayor Vasile Ursu’s proposal to introduce in 8 items the agenda, named by Ursu “minor ones”. The reorganization of the municipal stations as “Antena C” and “Euro TV Chisinau” was among them. The local authorities found these items important, proposing to postpone their discussion to an extraordinary session. The interim mayor insisted on including in the agenda of the item regarding the increase in the statutory fund of the enterprises of managing the dwelling fund in Buiucani district. Thanks to this modification it would be possible for the Customs Service not to pay VAT while importing equipments purchased abroad, and the municipal budget would save 11 mln lei, Ursu says. The councilors accepted to discus at this session, at Ursu’s suggestion, the state of “Termocom” JSC and the potential increase in price of one G-calorie up to 500 lei.
