The new way to appoint school principals, proposed by Minister Corina Fusu, is an interference of politics on a local level, said Sergiu Ostaf, head of the Resource Center for Human Rights (CREDO) during the Pahomi talk-show at Realitatea TV, IPN reports.
“Corina Fusu's proposed amendments are a return to the old ways. Candidates for the job of school principal will be at the discretion of local authorities and their managerial skills will be ignored. Incompetent people who loyal to political parties may be appointed”, fears Ostaf.
The CREDO director is unconvinced by the Ministry's argument that school inspectorates aren't ready to issue competence certificates for principal candidates. “They should have strengthened the capacities of school inspectorates, while extending the contracts of current ad interim principals. The problem can be solved in 3-6 months. I think Corina Fusu is able to listen to other opinions and reconsider”, said Ostaf.
Recently appointed as Minister of Education, Corina Fusu proposed several amendments to the Regulation for appointing school principals, eliminating the 6 month limit for ad interim jobs and the need for candidates to have a competence certificate issued by school inspectorates. Her argument is that these inspectorates are not yet ready. The regulation in question was approved by former Minister Maia Sandu in March, after long consultations with civil society and experts. On Friday, August 21, a series of important NGOs asked Corina Fusu to renounce the proposed amendments.
