This July the National Integrity Authority will most probably have sufficient capacities to deal with the tax returns submitted by public functionaries, director of the Resource Center for Human Rights Sergiu Ostaf stated in the talk show “Fabrika” on Publika TV channel, noting this is one of the conditions imposed by the EU for disbursing the macro-financial assistance, IPN reports.
Sergiu Ostaf said this requirement is a matter of principle for the European Union because this body represents an instrument for preventing corruption. “The employment of integrity inspectors is that important element that will mark the fulfillment of this obligation towards the European Union. This will probably happen during the next few weeks as the contest was already announced, the employment regulations were discussed and the employment commissions were created. Time is yet needed,” he stated.
Economic expert Veaceslav Ionita said the enhancement of the system of examining and certifying the Moldovan products intended for export, which was requested by the EU, will improve the economic relations with Russia. “We witnessed situations when our documents represented nothing. They were only an empty page. When the Moldovan apples were presented as being grown in Poland, we had to admit this,” he stated. According to the expert, this thing posed threats to Moldova on the European market and on the Russian one. The EU wants to help Moldova to consolidate the institutions that issue quality certificates and certificates of origin for Moldovan products so that the country becomes competitive on the EU market and on the Russian one too.
Moldova is to fulfill two more conditions to be able to receive the first installment of the macro-financial assistance provided by the EU – to ensure the full functionality of the National Integrity Authority and to adopt an additional budget for the anticorruption institutions to be able to work, Commissioner for European Neighborhood Policy and Enlargement Negotiations Johannes Hahn stated after the meeting of the Moldova – EU Association Council held in Brussels on May 3. According to the European official, the first installment could reach Moldova in July or in autumn, IPN reports.
