The situation as regards the use of public money and the payment of taxes in Moldova leaves much to be desired. The Audit Office identifies more and more deviations and irregularities, but does not have the necessary instruments for imposing penalties. It can only make recommendations, the Audit Office chairman Serafim Urecheanu said in the program “Politica” on TV7 channel, IPN reports.
“We do not have instruments for imposing punishments. After examining the reports, we warn the Prosecutor General’s Office and the National Anticorruption Center,” said Serafim Urechean. He also said that penalties are imposed in only a low number of cases of those reported. According to him, only three of the over 120 cases of violations reported since 2005 were remitted to court. Foreign audit institutions recommended Moldova’s Parliament to empower the Audit Office with the right to impose penalties.
Asked how well the money that comes to Moldova as grants and donations is managed, Serafim Urecheanu said that the Court cannot impose punishments in this case too. It can do this only if the donors demand it.
The Audit Office chairman expressed his concern about the management of money in the municipality of Chisinau. He said that many of the revenues fail to be collected because of incompetence and nepotism.
