SCP elected its chairperson

The Superior Council of Prosecutors (SCP) on Wednesday elected its chairman. This is Dumitru Obadă, who serves on the SCP on behalf of the prosecutors of the Prosecutor General’s Office, IPN reports.

The first SCP meeting was convened by order of acting prosecutor general Ion Munteanu, who also opened the meeting. Subsequently, the meeting was chaired by the oldest dean from among the members of the Council, who did not run for the position of SCP chairperson. This was Rodica Ciobanu, SCP member from among civil society appointed by the Academy of Sciences of Moldova.

Rodica Ciobanu stated that the SCP chairperson is elected from among the prosecutors who are new members. Only prosecutor Dumitru Obadă, who has been working in the prosecution service since 2012, having served as a government agent of the Republic of Moldova before the European Court of Human Rights in the meantime, applied for the post.

After the questions and answers sessions, the election of the SCP chairperson was held behind closed doors. Following deliberations, it was announced that Dumitru Obadă was elected chairman of the Council with nine votes in favor for a two-year term.

Dumitru Obadă was elected SCP member at the General Assembly of Prosecutors in December 2023, together with Aliona Nesterov, Eduard Panea, Elena Roșior and Olesea Vîrlan, the latter representing the territorial and specialized prosecutor’s offices.

Under the new legislation, the SCP will be composed of 10 members. A number of ex-officio members were excluded. Thus, five members are from among prosecutors, while four members are selected at a contest from among civil society: one – by the President of the country, one – by the Parliament, one – by the Cabinet and one – by the Academy of Sciences of Moldova. The chairperson of the Superior Council of Magistracy remains a de jure member of the SCP. The Ombudsperson and the Prosecutor General are no longer de jure members of the Superior Council of Prosecutors from January 1, 2024, while the Minister of Justice will stop being a de jure member of the SCP on January 1, 2026.
