SCOs of Moldova miss financing because of ineffective management, consultant

The civil society organizations (CSOs) of Moldova do not know how to manage their activities. This diminishes their credibility and leads to loss of projects and failure to get investments. Such a state of affairs cannot be overcome without internal management of a high quality. The issue was discussed in a roundtable meeting centering on organizational management in the CSOs, IPN reports.

Tatiana Tarelunga, consultant in good management and project management at the Center for Organizational Consultancy and Training (CICO), said there are many civil society organizations whose managerial procedures are effective only on paper, while others know nothing about correct government policies and requirements. “There are organizations with developed internal management. They have well-thought-out managerial policies. Most often, the founders of these organizations are foreigners who implement their own experience in our country,” she stated.

According to the consultant, the CSOs must not ignore such principles as organizational separation and teamwork. “An organization cannot be successful without good governance that includes systems, financial control and transparency,” said Tatiana Tarelunga.

Angela Vacaru, training coordinator and grants manager at the CICO, said the success of a CSO does not depend on experience only, but mainly on good governance and correct management.

The representative of USAID Ina Paslaru said the CSOs must improve governance. “Many of the donors verify the organization. They know all the details and our internal system. You must be credible. Otherwise, you will not get their support. If the organization fails once, other donors will not trust it. It is in your interest to have good governance and be credible,” she stated.

FHI 360 program director Anatol Beleac believes that the national CSOs are not every time transparent and pretend to have good governance before the backers. Project coordinator of the Center for Family Rehabilitation Lilia Stalov said the civil society organizations work for the people. Therefore, good governance policy and transparency are essential in their work.

The roundtable meeting was staged within the Moldova Civil Society Strengthening Program that is implemented by the Center for Organizational Consultancy and Training and funded by FHI 360 and USAID. The meeting will continue in Balti on June 19 and in Cahul on June 26.
